Healthcare.gov won’t let me download a pdf file unless I have Adobe Reader installed. Instead I get a different pdf file saying I need to install Adobe Reader.

With the IRS I can download the pdf files, use SumatraPDF to read them, or image magick to convert the pdfs to images and edit the images, print them out and mail them in. Healthcare.gov is demanding I agree to the Adobe License agreement before I can even look at the forms.
