Is there a way to convert photographed documents to a relatively clean black and white (like what CamScanner does when you photo scan a doc)?

I was sent 600 pages of photographed documents converted to PDF. Terribly large file size even after optimization. Photographed paper appears blueish and turns grey when converting to grey-scale.

When you photoscan a doc with camscanner, it whites out the white, basically converting the photo to the appearance of a scanned document. Is there a simple way to achieve a similar result with Adobe or other tools?
